T-Systems Iberia, one of the leading players in the cloud space in Spain and Europe, is strengthening the digitalization efforts of the Community of Madrid by participating as a technology partner in the development of SOL, the virtual assistant driven by regional government.
This division of Deutsche Telekom collaborates with Microsoft and other providers to implement this AI-powered digital avatar, which is already operational via the official portal and serves more than seven million residents in the region.
The assistant has been designed to answer natural language queries continuously, 24/7, through both voice and text. It offers quick and immediate access to public information. Additionally, its advanced conversational capabilities enable closer, real-time interactions, supporting up to 95 languages with clear and accessible language.
In this project, T-Systems is responsible for supplying, operating, and managing the Microsoft Azure cloud infrastructure that underpins SOL. This technical architecture ensures high levels of availability, security, and scalability.
“Through our involvement in this project, we reaffirm our commitment to driving the digital transformation of public administration to improve citizen engagement and accessibility. We are proud to collaborate with the Community of Madrid and Microsoft on a project that not only advances technological innovation but also enhances efficiency, transparency, and service quality,” says José Muñoz, Director for Autonomous Communities and Local Governments at T-Systems Iberia.
The SOL virtual assistant integrates Azure OpenAI Service as its AI model platform on a scalable cloud architecture that ensures high standards of security, data protection, and resilience. To promote safe and responsible AI use, Azure AI Content Safety has been employed to safeguard interactions from inappropriate content or malicious attempts, including governance and control mechanisms over generative AI usage, building trust among both citizens and the administration.

In 2024, T-Systems joined the Madrid Digital Transformation Advisory Board to contribute to the development of Madrid’s tech ecosystem. Through this body, the company brings its expertise and technological capabilities in artificial intelligence, cybersecurity, cloud computing, and digitalization of business and administrative processes.
