Spain launches Europe’s first AI Sandbox to promote responsible innovation

The testing environment will allow businesses to test and adapt high-risk systems before the European Artificial Intelligence Regulation comes into effect.

Spain is positioning itself at the forefront of technology regulation in Europe with the launch of the first Artificial Intelligence (AI) Sandbox in the European Union. This initiative, led by the Ministry for Digital Transformation and Public Administration, through the Secretary of State for Digitalization and AI, aims to , in line with the requirements of the new European Regulation.

In this first call, which closed in January with 44 applications received, 12 systems have been selected that encompass critical sectors such as essential services, biometrics, employment, strategic infrastructure, machinery, and medical devices. Participants will have access to technical advice, specialized training, and regulatory support, which will enable the creation of practical technical guides that will serve as a basis for other AI developers in the country.

“This testing environment will facilitate our companies’ adaptation to new European obligations and the development of safe, ethical, and reliable AI systems,” stated Minister Óscar López.

Key Sectors and Emerging Technologies

The Sandbox integrates innovative proposals such as age verification biometric systems for vending machines, intelligent video surveillance based on facial recognition, credit risk assessment tools, health virtual assistants, and job matching platforms using AI algorithms.

Among the selected participants are:

  • Veridas and Herta Security in the biometric field.
  • Airbus, with an assistance system for industrial workers.
  • Shakers Global Solutions and InfoJobs, with solutions for improving recruitment processes.
  • Bit&Brain and Tucuvi, with developments in healthcare and patient monitoring.

Tools aimed at cybersecurity in critical infrastructure are also included, such as Loradix RED, which protects electrical systems through AI.

Anticipating the Regulatory Future

The European Artificial Intelligence Regulation, which will come into effect in August 2026, establishes new requirements for systems classified as “high-risk,” including data traceability, human oversight, and transparency measures. The Sandbox will allow companies to adapt their technologies in advance, reducing regulatory burdens and avoiding potential future penalties.

Moreover, the experiences gathered in this environment will serve to develop guidelines that could influence future European regulations, consolidating Spain’s leadership as a reference in technological governance.

A Boost to Technological Democratization

With the participation of SMEs, startups, and research centers, the program also seeks to ensure that regulation does not hinder innovation, especially in emerging projects with fewer resources. The Office for Digital Spain 2030 and a team of technical advisors will support participants throughout the process.

“We want Artificial Intelligence to be a lever for growth, but with guarantees. This sandbox places Spain in a privileged position to lead safe and human-centered AI,” affirmed the minister.

The first meeting of the Sandbox, which will involve the participation of the European AI Office, will be held in April. It will mark the beginning of a process that will represent a turning point in the proactive and collaborative regulation of emerging technologies.
