The Luxembourg-based company DEEP, part of the POST group, and the European cloud service provider OVHcloud have formalized a strategic alliance aimed at launching a sovereign cloud in Luxembourg. The announcement was made in the presence of the country’s Minister of Economy, SMEs, Energy, and Tourism, Lex Delles, highlighting institutional support for the project.
The agreement represents a firm step towards strengthening digital sovereignty in Europe, in a geopolitical context marked by the need to reduce dependence on extraterritorial cloud infrastructure. The cloud service offering, based on the OVHcloud On-Prem Cloud Platform (OPCP), will be deployed and operated entirely autonomously by DEEP in Tier IV certified data centers located in Luxembourg.
A disconnected cloud for critical data
The system will operate in disconnected mode, which ensures that the data hosted remains completely isolated from the outside, eliminating risks associated with extraterritorial legislations such as the U.S. Cloud Act. This approach makes it an ideal solution for sensitive applications in both the public and private sectors, especially in areas like finance, healthcare, public administration, and defense.
Sébastien Genesca, CEO of DEEP, emphasized that the solution will provide “a fully local and sovereign infrastructure, suitable for the most critical applications.” For his part, Benjamin Revcolevschi, CEO of OVHcloud, stated that this collaboration “strengthens the strategic autonomy of European organizations.”
Sovereign applications and AI computing
The new sovereign cloud ecosystem will offer Luxembourg-based companies and organizations high-performance cloud services for data storage, business applications, and artificial intelligence workload processing. Additionally, DEEP will provide its clients with sovereign applications developed by European partners, ensuring an offering aligned with community standards for data protection and cybersecurity.
Luxembourg, a key player in European digital transformation
Minister Lex Delles has described this alliance as “a tangible example of how European companies can collaborate to deliver cutting-edge technological solutions, reinforcing Europe’s technological independence and positioning Luxembourg as a reference point in digital transformation.”
DEEP’s sovereign cloud will complement its current offerings of public and private clouds, expanding its catalog to meet the evolving demands of the Luxembourg and European markets.
