The Itecam joins the APP-TC: Public-Private Partnership in Quantum Technologies for the Smart Development of the Country project, an initiative that involves creating 36 real-world applications based on quantum computing for deployment in strategic sectors of the economy.
The proposal, coordinated by the GAIA Cluster, aims to energize the national quantum ecosystem and facilitate the transfer of this emerging technology into the business sector. The program is developed following the agreement between the public-private alliance led by GAIA and Red.es, a government entity under the Ministry for Digital Transformation and Public Function, through the State Secretariat for Digitalization and Artificial Intelligence.
With a budget of €4.6 million, the project involves multiple organizations from various sectors. Of the 36 defined use cases, four will be developed in Castilla-La Mancha through Itecam, while most will be implemented in the Basque Country, along with additional actions in Andalusia, Asturias, and La Rioja. The applications will target areas such as manufacturing, defense, aerospace, logistics, energy, finance, telecommunications, cybersecurity, artificial intelligence, health, and biotechnology.
Already initiated developments include solutions to optimize supply chains, implement quantum sensors in industrial environments, enhance urban traffic management, optimize energy and communication networks, advance drug discovery, develop quantum communications between space and ground, process satellite imagery, and improve financial and smart defense systems.
In Castilla-La Mancha, Itecam will undertake four specific projects focused on secure node-to-node communication, logistical process optimization, production planning improvements, and the development of predictive models for pharmacological responses in patients with different conditions.
The program also encompasses measuring the impact of developed solutions, training initiatives, technical reports, outreach activities, and regional capacity analysis to foster local quantum ecosystems that promote new innovation and growth opportunities.
Background
On April 15 of last year, the Council of Ministers approved the Spain Quantum Technologies Strategy 2025-2030, aiming to make Spain and its quantum ecosystem a European and international reference by 2030. Within this framework, Red.es assumed Priority 1, Initiative 1.1: Use Cases of Applied Industrial Innovation, launching a general call in September 2025, which resulted in the selection of the alliance represented by GAIA.
The alliance includes GAIA, along with the Innovative Business Grouping for the technological industry, digitalization, and digital economy of La Rioja (CIDATUM); the Asturias Information and Communications Technologies Cluster (Clúster TIC Asturias); the Spanish Confederation of Information, Communications, and Electronics Companies (CONETIC); the Cybersecurity Companies’ Innovative Business Grouping (CYBERLUR); the Spanish Association of Science Industries (INEUSTAR); the Digital, Sustainable, and Innovative Industries Cluster (OnTech INNOVATION); and the Castilla-La Mancha Industrial Technological Center (ITECAM).
The agreement signed between the public-private alliance and Red.es has a total budget of €4,655,000, with 80% coming from European funds under Next Generation EU and the remaining 20% contributed by the allied entities. The initiative is part of Spain’s Quantum Technologies Strategy 2025-2030 and will be active until March 31, 2027.
