Hypertec, Together AI, and 5C Bet on Europe with a Mega Investment in Sovereign and Sustainable AI Infrastructure

The initial deployment, scheduled for late 2025, will provide up to 2 GW of capacity and nearly 100,000 GPUs for generative AI, with over $5 billion in private investment.

The race for digital sovereignty and leadership in artificial intelligence in Europe receives a strong boost following the announcement from Hypertec, a Canadian multinational specializing in sustainable AI infrastructure, which will enter the continent through a strategic partnership with 5C Group and Together AI. The goal is to build and operate the first major "AI Factory" outside North America, specifically designed to meet European regulatory demands and the growing need for advanced computing capabilities.

Europe: A Priority Target for Sovereign AI

The partnership between Hypertec, 5C, and Together AI entails a private investment exceeding $5 billion and the deployment of up to 2 gigawatts (GW) of capacity in high-density data centers, facilitating the installation of nearly 100,000 state-of-the-art GPUs, including NVIDIA Blackwell models. France, the UK, Italy, and Portugal are positioned as the first markets for this ambitious expansion, aimed at closing the computing power gap compared to other regions of the world.

The infrastructure rollout is set to begin in late 2025, with a roadmap extending to 2028 that envisions the launch of cloud AI services aimed at both native AI companies and large corporations and research entities.

A Vertical and Integrated Alliance

The collaboration leverages the strengths of each partner: Hypertec contributes its expertise in sustainable servers and rapid construction of high-performance data centers; 5C Group, with an established presence in North America, leads large-scale infrastructure design and operation; Together AI is responsible for the cloud platform and ecosystem of open models and tools for the research and developer community.

This vertical integration allows for an end-to-end solution: from hardware and advanced cooling to the deployment of generative models and AI cloud management, all under strict sustainability and digital sovereignty standards.

Sustainability, Regulation, and Talent: Keys for Europe

The alliance’s approach is clearly aligned with the requirements of European regulations concerning data protection, sustainability, and responsible digitalization. Hypertec is even exploring acquisitions and local agreements to ensure that execution aligns with the needs and specifics of the European market.

Jonathan Ahdoot from 5C highlights the company’s proven capacity to design, deploy, and operate high-performance GPU clusters with advanced cooling technologies, a critical need given the scalability demands of generative AI.

Together AI will make available to European clients over 200 optimized open-source models (such as DeepSeek and Llama LLMs), as well as inference and fine-tuning capabilities adapted to the continent’s regulatory and business demands.

Reinforcing Canadian and European Strategy

This initiative also fits within Canada’s strategy to project its technology companies internationally and strengthen global collaboration in innovation and artificial intelligence. Canada’s Minister of Innovation and Digitalization, Evan Solomon, has noted the significance of this expansion for job creation and sustainable competitiveness.

The European rollout by 5C aims to reach 2 GW of capacity before 2029, with the first 600 MW available between 2025 and 2026, thereby shortening implementation timelines and reducing costs for businesses and research centers.

A Regulated, Open, and Sovereign AI Cloud

With this move, Europe positions itself to have a regulated artificial intelligence cloud, independent from non-EU providers, ready for the challenges of the next decade and capable of driving both open-source innovation and the most demanding enterprise applications.
