Uzbekistan and Pakistan lead success stories in national digitalization thanks to Huawei’s hybrid platform
Huawei continues to strengthen its position in the Middle Eastern and Central Asian tech market with the expansion of Huawei Cloud Stack, its hybrid cloud platform designed to integrate advanced artificial intelligence (AI) capabilities into the digital framework of governments and businesses. At the Huawei Tech Carnival & Partner Summit 2025 held in the region, the company presented new vertical solutions and success stories that demonstrate the impact of its strategy of “from cloud-native to AI-native.”
A comprehensive solution for a region undergoing digitalization
Sean Xiao, Vice President of Huawei Cloud and President of Huawei Hybrid Cloud, emphasized that Huawei Cloud Stack has established itself as a key player in the hybrid cloud market in the Middle East. “We help our clients build and manage their own AI models securely and efficiently, making the transition to the cloud a straightforward process. This reinforces the so-called new Digital Silk Road,” Xiao stated.
Alan Qi, Regional President of Huawei Cloud, highlighted the company’s commitment to “deepening its presence in strategic sectors by offering innovative solutions with high performance and reliability.” Huawei Cloud is positioning its services to enable seamless integration between AI and the cloud, thereby accelerating the digital transformation of key industries.
AI platforms for “Total Intelligence”
Johnny Lyu, Chief Technology Officer of Huawei’s International Hybrid Cloud Business, introduced the latest innovations in applied artificial intelligence from Huawei. These include tools like AIOps for databases, AI development assistants, and a comprehensive development platform supporting over 30 base models, including DeepSeek and Huawei’s proprietary Pangu model.
These capabilities empower organizations to develop custom AI models that operate locally, adhering to data sovereignty and security requirements, particularly relevant in governmental and financial contexts.
Huawei also announced over 50 solutions tailored to six strategic sectors, such as manufacturing, transportation, utilities, telecommunications, education, and finance. During the summit, real-world cases were shared in smart factories, airports, railway networks, AICC solutions for operators, and financial big data platforms.
Success stories: Uzbekistan and Pakistan
Uzbekistan has deployed a national government cloud on Huawei Cloud Stack, supporting over 725 online public services for 4.5 million citizens. This cloud allows for efficient resource management through multi-level virtual data centers (VDC), adapting to the structural complexity of the Uzbek government.
In Pakistan, the Higher Education Commission (HEC) has developed a national educational cloud also based on Huawei Cloud Stack. It currently offers more than 80 cloud services to over 450 higher education institutions, benefiting 4 million students. This deployment has made the country a regional leader in digital education and technological development.

With these initiatives, Huawei aims to consolidate a robust digital ecosystem in the Middle East and Central Asia, aligned with local needs and prepared to tackle the challenges of technological sovereignty. The hybrid, secure, and scalable approach of Huawei Cloud Stack positions it as a key alternative for governments and large corporations looking to accelerate their digital modernization with full control over their data and workloads.
