INCIBE Joins the Secretariat of State for Telecommunications to Strengthen Digital Strategy and Cybersecurity

In a significant step toward consolidating a secure and efficient digital strategy, the National Institute of Cybersecurity (INCIBE) will now depend directly on the Secretary of State for Telecommunications, Digital Infrastructures, and Digital Security, as stipulated in Royal Decree 1185/2024. This organizational change aims to strengthen cybersecurity in a context marked by rapid technological evolution and the rollout of 5G networks.

Previously attached to the Ministry for Digital Transformation and Public Function, INCIBE is now positioned as a key component within a structure that unifies competencies in telecommunications, digital infrastructures, and cybersecurity.

Goals of the restructuring

INCIBE’s new dependence responds to the need to integrate cybersecurity within a broader approach encompassing digital transformation, with three main goals:

  1. Strengthening security in 5G networks: This measure aims to ensure that the rollout of this technology, essential for future connectivity, meets the standards of the National Security Framework.
  2. Promoting public-private collaboration: The creation of security operation centers (SOC) and enhancing the cybersecurity business ecosystem are priorities to ensure cyber resilience.
  3. Protection in digital transformation: The government aims to ensure that both businesses and citizens can adapt to technological changes with solid strategies that minimize cyber risks.

New structure and functions

The Royal Decree also transforms the General Secretariat of Telecommunications, Digital Infrastructures, and Digital Security, which will now coordinate the cybersecurity sub-directions previously managed by different agencies. This change seeks to centralize the oversight, regulation, and development of digital security policies, reinforcing its role in the protection of critical infrastructures and national networks.

With this reorganization, INCIBE consolidates its position as a fundamental player in the national cybersecurity strategy, addressing the challenges of an increasingly complex digital environment and ensuring trust in emerging technologies.
